While not a model provider with a prescribed series of implementation steps, GMS has found that the following commitments must be in place for positive improvement to occur:
- Equity - of expectations, resources, and commitment
- Sound policy development and implementation
- Evidence of small, supportive environments for teaching and learning
- Core groupings of students, teachers, guidance, and administration
- Effectively used common planning time
- An unwavering focus on achievement
- Alignment of policies and practices
- Access to vision and decision makers
- Shared leadership that leads to "leadership density"
